3. Internal security operations against disorderly citizens includes teaching on deescalation techniques. The troop leader here is using deescalation techniques. If it works that is fine. If it doesn’t the soldiers will raise the ante to a higher level of response appropriate to the threat posed.

There are several levels of response with use of live rounds being a LAST RESORT when the soldiers believe theirs a IMMINENT THREAT to their lives at which time the soldiers right to SELF DEFENSE kicks in.
