Creation of 20 New States in Nigeria
The House said the committee reviewing the 1999 Nigerian Constitution had been misunderstood.
Parliamentary Speaker Ajibola Basiru said the legislature has no power to recommend or propose the creation of a new state unless the bill is in line with section 8 of the 1999 Nigerian constitution.

The Osun Central Member of Parliament said section 8 of the constitution sets out the criteria for the creation of a new state in Nigeria.
The terms and conditions for creating a new state, he said, include a referendum and the approval of two-thirds of the state’s population and the approval of the federal parliament.

“Therefore, the Senate is not empowered to approve new states contrary to what has been reported,” Senate Speaker Ajibola Basiru said in a statement.
Instead, the statement stated that it would submit a request to the Independent National Electoral Commission (INEC), which would ensure that the constitution’s provisions were followed.
It was then approved by at least two-thirds of the House of Representatives and Senate members from the region seeking to form a new state.
When Nigeria obtained independence from the British in 1960, the territorial system was first implemented.
There were three regions at the moment of independence: north, west, and east, and the structure lasted until 1960.
1987 – There are 21 states and the Federal Capital Territory of Abuja after 27 years. Some phases of General Babangina’s reign were also restored. In 1996, Nigeria had 36 states under General Sani Abacha.
Candidates for a new state are fighting for access to certain resources and places in government.
Some critics argue that the plan will burden Nigeria, particularly as the country struggles to meet the expectations of 36 states, including Abuja, while also creating new ones.
They also believe that this will exacerbate Nigeria’s corruption.
